Create a nice looking beach side, then narrow the footpath making it hard for the tourists to enjoy it. This sure seems like another typical scam. Football fields would bring in sports tourists playing in tournaments if they were developed right, whereas the beautification would just spend money with no foreseeable monetary benefit, except to those doing the construction.
