Fix lights on railway road

As the computer controlled lights on the railway road never came to fruition we have been left with flashing amber and red lights at all the junctions. I was told that the amber light meant that the main road had priority over other roads at all junctions.

Now however, thick white lines have been put on the railway road at all the junctions. This to western people means STOP and give way. However as there are no signs to enforce this, the traffic on the railway road persists in just blindly racing through the junctions, creating a very dangerous situation. This is a serious accident just waiting to happen. Clarification is needed please.
