Pattaya police arrested a man threatening pedestrians with a beating unless they paid him.
Officers apprehended the unidentified man Sept. 18 as he ran amok between Khopai Soi 3 and Soi 10.
Witnesses spotted the heavily tattooed man shouting and waving a stick at people, demanding money under threat of beating them or local residents.
Soi Khopai Community Vice President Nikom Sangkaew called the police.
