BANGKOK, June 9 — Thailand’s National Council for Peace and Order (NCPO) on Monday asserted that it will administer national budgets with transparency and accountability and would not repeat past mistakes.

NCPO deputy spokesman Col Winthai Suvaree quoted NCPO chief Gen Prayuth Chan-ocha as saying that the council was gathering problems identified by all parties and is trying to resolve them right away. The solutions included amendments to relevant laws, regulations and structures.

However, the NCPO must first study the impacts of such amendments because they may affect the monetary and fiscal structures of the country, national revenues, international relations, investors and shareholders, among other impacts.

Col Winthai quoted Gen Prayuth as saying that the NCPO would try to relieve the public’s hardships as priority and when the government was set up, it would serve the needs of all parties.

Gen Prayuth promised that the NCPO would implement its plans, projects and budgets with righteousness, transparency, fairness, accountability and efficiency and prevent corruption and any conflict of interest.

“There will be fair competition in all procurement projects and there will not be any monopoly. Some projects can be implemented right away and some others must wait for existing mechanisms to function because in the past they might not function completely because of politics, bureaucracy, government officials and laws,” he said.

Proper solutions have yet to be worked out. Over-acceleration of works may damage the nation in the future, Col Winthai said.

He gave assurances that the Peace and Order Council was sincerely solving national problems and was not favoring any particular parties as several groups accused.

Col Winthai insisted that the NCPO would neither repeat nor tolerate mistakes.
