BANGKOK, Thailand – The Digital Wallet stipend program, a key initiative of the Pheu Thai Party, may undergo modifications following internal discussions.

While specific details have not yet been disclosed, there is a strong emphasis on respecting the input of coalition partners in the policy-making process. Several coalition parties are keen to finalize government policies, especially in light of the current budget constraints.



Caretaker Deputy Minister of Finance Julapun Amornvivat acknowledged the possibility of changes to the program. Reports suggest that the first phase might prioritize vulnerable groups, utilizing 122 billion baht from the additional 2024 fiscal year budget. The distribution could potentially take the form of a one-time cash payment through the state welfare card.

However, Julapun clarified that various options are still under consideration, and no final decisions have been made. He assured the public that while the Digital Wallet program is expected to proceed, adjustments may be necessary to ensure its success and maintain public confidence.



Julapun also emphasized the urgency of utilizing the approved 122 billion baht budget for fiscal year 2024, stressing the need for the government to expedite spending by the September 30th deadline. Despite the ongoing process of forming the new government, he expressed confidence that the Prime Minister would swiftly appoint ministers to implement policies within the fiscal year. He cautioned that if the funds are not utilized by the deadline, they will need to be returned to the treasury.

Regarding the timing of the stipend distribution, Julapun confirmed that no changes have been made to the original schedule, with the program set to proceed in the fourth quarter unless the new Cabinet decides otherwise. He also addressed a proposal to reallocate 35 billion baht from various state banks’ debt repayment budgets to fund the program. This proposal will be considered by the House of Representatives during the budget bill’s second reading in early September. (NNT)
