BANGKOK, Thailand – The Cabinet has approved the draft Rail Transport Act proposed by the Ministry of Transport. The legislation aims to enhance the efficiency and safety of Thailand’s rail transport system.
The draft law will be reviewed before being submitted to the House of Representatives in the upcoming parliamentary session.
According to the Department of Rail Transport, the bill addresses key issues faced by rail users, including service delays and cancellations. It will set standards for passenger rights, fare regulations, and safety measures to ensure equitable services. The draft law also aims to implement a licensing system for rail operations, enabling the state to monitor private sector activities and maintain at least 51% state ownership, as required by the Constitution.
A key provision of the bill will allow private operators to utilize the State Railway of Thailand infrastructure during off-peak hours for a fee, promoting competition and reducing operational costs.
The Department of Rail Transport will oversee agreements to ensure fairness and consumer benefits. This approach is expected to simplify public-private partnership processes and enhance the efficiency of Thailand’s rail network.
The legislation also focuses on raising safety standards to international levels, similar to those in the aviation industry. Rail operators will be required to adhere to stringent safety protocols and undergo independent inspections to minimize risks and prevent accidents. The Act aims to optimize the use of rail infrastructure, create a competitive environment, and make rail transport a safer and more efficient alternative for both domestic and international connections.
