Thai government nears completion of legalizing online gambling, expected to finalize in one month

Deputy Prime Minister Prasert announces the government’s approval to legalize and regulate online gambling, with the new legislation expected to be finalized within a month to combat illegal gambling and ensure proper oversight.

BANGKOK, Thailand – Deputy Prime Minister and Minister of Digital Economy and Society, Prasert Chandraruangthong, announced on January 14that the Cabinet has approved a proposal to address the issue of illegal online gambling by legalizing and regulating it. This initiative aims to mitigate the widespread impact of online gambling on the economy and society.

The Ministry of Digital Economy and Society (DES) proposed amendments to secondary laws as a precursor to revising primary legislation. The DES will collaborate with the Ministry of Interior and the Office of the Council of State to draft necessary amendments. A working group, led by the Permanent Secretary of the DES, will work with relevant agencies to finalize the changes, which could take approximately one month.


The proposed secondary legislation may take the form of ministerial regulations or royal decrees, depending on suitability. These changes would cover laws related to football betting and other online gambling activities, ensuring they are fully regulated under legal frameworks.

Prasert clarified that if the amendments involve ministerial regulations, Cabinet approval may not be necessary. However, royal decrees would require Cabinet deliberation. Once implemented, the legislation would effectively bring underground gambling operations into the formal economy.



When asked whether public opinion will be sought, Prasert explained that the Cabinet’s approval allows immediate implementation. However, public feedback could be considered if necessary. The initiative is seen as a crucial step to address the vast untaxed underground gambling market.

Regarding the possibility of licensing companies to manage online gambling platforms, Prasert stated that no operators have approached the government yet. The focus remains on legal amendments to provide a regulated and lawful framework for managing online gambling. He emphasized that swift action would address societal issues and curb illegal online gambling activities effectively.
