On their routine inspection tour of Koh Larn Island, Pattaya City officials led by Deputy City Manager Kiattisak Sriwongchai visited Samae Beach which is a popular area for Thai and foreign tourists to sun bathe and swim, where

they spoke to beach chairs and umbrella operators who have been doing business by the seaside for many years, and found that 3 of them had not signed rental contracts with the city.

Pattaya city officials said that the 320 rai (51.2 hectares) plot of land on the island was under the jurisdiction of the Chonburi Provincial Organization Authority until 1978 when it was transferred to Pattaya City to utilize for the benefit of tourism and commerce.

For many years, people encroached on the land building homes, resorts and other businesses until Pattaya City set up rules and regulations to manage the island.
At the conclusion of negotiations, the 3 beach business operators agreed to comply with city laws and sign the rental contracts.

The city officials inspected Samae Beach on Koh Larn Island for any irregularities and encroachments on public land.
