Re: More money is always better (PM Mailbag August 19, 2016) – Tunnels are always an easier sell because they do not disturb the visual presentation of the city and because they are supposed to be cheaper and faster to build. The weak link in tunnel construction and the standard by which this tunnel is measured is going to be how they get rid of the surplus water that will flow into it. The tunnel needs a dedicated underground sewer system – expensive to build, almost impossible to repair, and difficult to engineer.
