Who is responsible for digging holes in the roads? And who is responsible for putting the road back the way it was? Because it seems no one is. They dig a hole/ditch, put a pipe in, or whatever, and go, never to come back. There must be someone sitting in a nice air-con office, making these decisions. Surly there is a job start & completion plan, and a document that has to go back to the finance department, to pay for it. Or am I naïve?
