A former British air force officer has been arrested for allegedly raping a 13-year-old boy in his car on Pratamnak Hill.
Norman John Wallis, 79, was captured by child-protection officers and social workers in the act with the boy in his Toyota Vios near Pratamnak Soi 4 Feb. 25. Officers pulled the naked Brit out of the vehicle that had its lights off and interior shielded.
Norman John Wallis has been arrested and charged with raping a 13-year-old boy.
Officers said Wallis admitted to purchasing sexual services of the underage boy for 700 baht from an intermediary. Phalisorn Nojaphalisorn, director of Chonburi Children’s Protection and Development Center, had Wallis under surveillance and called police after he said Wallis left Royal Garden Plaza with the boy.
Wallis said he’d been living in Pattaya for two months and claimed to be unaware that having homosexual relations with an underage child was illegal.
