Unable to fine foot-dragging contractors, Pattaya can do little to ensure disruptive drainage and roadwork projects are finished quickly, Deputy Mayor Manote Nongyai said.
The central government is continuing its policy to help construction companies affected by the coronavirus pandemic by preventing municipalities from exacting penalties from contractors who don’t finish their work on time.



In Pattaya, most of the city’s roadwork projects are late and behind schedule. Among them is the storm-drainage improvement on Third Road, which was supposed to have been finished in July.
But, Manote said, the work isn’t done and all city hall can do is ask nicely for workers to hurry up.
The story is the same throughout the city, with city hall handcuffed by Bangkok, the deputy mayor said.
