City councilmen Jirawat Plukjai and Banjong Banthoonprayuk watched Aug. 4 as sanitation crews cleaned underground pipes on Soi Bongkot in South Pattaya.
Residents claimed sewers in the area had never been dredged and that flooding was a continual problem.
