BANGKOK, Thailand – Deputy Prime Minister and Defense Minister Phumtham Wechayachai has postponed approval of Thailand’s submarine project, citing unresolved discussions on engine specifications. Originally slated for completion by December 2024, the decision has been delayed due to the complexities of potentially switching to Chinese-made engines. Phumtham emphasized the need for detailed analysis to address safety concerns and ensure accountability. Royal Thai Navy Commander-in-Chief Admiral Jirapol Wongwit has been designated as the primary authority responsible for any adverse outcomes arising from the decision.


Discussions with Germany’s defense attaché are ongoing regarding a possible exemption from NATO sanctions on China, which would allow Thailand to procure German engines directly for the submarines. The original design was based on German specifications, but international restrictions have forced reconsideration of engine suppliers. Thailand has proposed purchasing the engines directly from Germany and managing their installation domestically to preserve the project’s original standards.

The Thai government is also seeking feedback from Pakistan, which purchased eight submarines of the same model equipped with Chinese engines. Performance reports from Pakistan are expected within three to four months and will provide critical insights into the feasibility and reliability of the Chinese engines.


Phumtham confirmed that 80% of the project’s infrastructure and training has been completed, including substantial investments in submarine docks and personnel development. Canceling the project, which has already cost 8 billion baht, would result in significant financial losses. With the submarine priced at 13 billion baht, a resolution is expected within six months.
