BANGKOK, Thailand – Maris Sangiampongsa, Thailand’s Minister of Foreign Affairs, addressed Parliament to clarify the government’s position on the 2001 Memorandum of Understanding, commonly known as the “MOU44,” with Cambodia.

He stated that no new actions or agreements have been undertaken beyond the framework of the agreement. The MOU44 serves as a platform for resolving overlapping continental shelf claims, not as an agreement on benefit-sharing or maritime boundary demarcation.


The Minister emphasized that no Joint Technical Committee (JTC) has been established to date. He assured that the government is committed to transparency and accountability throughout the negotiation process. Parliamentary oversight and public input will guide the government’s decisions on the matter.

To ensure public participation, the Ministry of Foreign Affairs plans to organize forums in collaboration with parliamentary committees. These discussions aim to incorporate stakeholder perspectives and align Thailand’s negotiating position with national interests. Parliamentary approval will be required for any key decisions arising from the negotiations.



The government’s approach to the negotiations will be guided by adherence to international and domestic laws. The principles prioritize national security and economic benefits while ensuring strategic and balanced outcomes for Thailand and its people.

Concerns were raised about longstanding foreign concessions for resource exploration in the Overlapping Claims Area (OCA). While the feasibility of revoking these agreements remains uncertain, the Ministry of Energy will address this issue. The government has pledged to evaluate all recommendations carefully to safeguard the nation’s interests.

The Minister reaffirmed that all actions related to MOU44 would remain transparent, inclusive, and aligned with Thailand’s long-term security and economic goals, ensuring accountability to both Parliament and the public. (NNT)
