Banglamung District Chief Sakchai Taengho
(center) moderates a discussion between the two disputing sides, Sun
Smile Resort and Phalangzup Co. He finally decided, just lay the new
water pipes and get it over with.
Teerarak Suthathiwong
Banglamung’s district chief green-lighted Provincial Waterworks
Authority’s plans to lay new pipes connecting Plathong Spanish Place
Pattaya to the main water supply to solve problems spanning two decades.
Sakchai Taengho met with condominium residents and owner Anchalee
Chitpaporn of Sun Smile Resort March 7 to resolve complaints about
insufficient water supplies and dodgy activities by condo staff.
Anchalee said the long-running problem blocking the condo’s connection
to the water district was because of the ongoing land-ownership dispute
with previous owner Phalangzup Co.
Anchalee said Sun Smile had presented plans consisting of replacing old
meters or laying exterior pipes along the roadside. However, her
requests and suggestions received no response, she said, adding the
ownership remains open to the plans.
Anupol Khomkhai, chief registrar of the Land Office in Banglamung said
roads within the Plathong project are not registered as public property
and are still owned by Phalangzup.
Suthat Nuspan, manager at the Provincial Waterworks Authority, said the
original pipes serving the building are too small. Thus, he said, it is
necessary to lay new pipes. However, residents must approve the plan.
After discussing and arguing between the parties involved, Sakchai
directed the PWA to proceed with laying new pipe immediately.
