Water Commission to use budget to upgrade offices
What was initially encouraging news appears now to be yet
another political faux pas. This past week, Chachaval Phantmanee, the
Regional Water Com-missioner, released a statement saying he has prepared a
budget of approximately 1000 million baht for much needed repair and
expansion of water service in Chonburi Province.
However, only a small part of that budget will actually go towards improving
public water service. Instead, the Water Commission will first expand and
repair their offices in Phanat Nikom, Laem Chabang and Chonburi. These
projects should be finished in 1998 with a budget of approximately 1,056
million baht, already exceeding the original budget plan by 56 million baht.
Commissioner Chachaval stated that improving the offices is necessary to
prepare for the expansion of service which will be needed in the future.
This future expansion will include the building of systems to increase water
supplies, the laying of water mains, and the replacement of old water mains.
He said that the contractor has already been specified, but can’t release
the name until contracts are signed.
After all the contracts are signed, the construction should take about 720
days, after which time there should be enough water for the public’s needs.
In the meantime, Com-missioner Chachaval said there will also be contract
work done on the water offices in Bang-Pakong and Cha Chuang Sao Province to
ensure that the citizen’s water needs are met. The budget for this project
is 152 million baht. The planned 24,700 metre increase in the length of the
mains in these last two provinces, which will increase the water supply by
12,000 cubic metres a day, will take 450 days to finish and at this time is
over 50% complete. This will deliver water service to an additional 60,000
people.
